# PCBA Quote Scope Comparison Worksheet

Prepared by Huitai PCB Team. Version 1.0, 19 October 2026.

Use this worksheet to compare what two PCBA quotations include before comparing their totals. Ask each supplier to state assumptions, exclusions and open questions against the same project release and quantity. An unresolved item stays **OPEN**; a blank cell does not mean that the work is included.

## Project release

| Field | Project value |
| --- | --- |
| Project and board identifier | |
| Quote request date and target quantity | |
| Requested delivery date | |
| PCB fabrication package identifier | |
| BOM identifier and assembly variant | |
| Placement file and assembly drawing identifiers | |
| Firmware and test instruction identifiers, if applicable | |
| Intended delivery destination | |

| Quote identification | Supplier A | Supplier B |
| --- | --- | --- |
| Company name | | |
| Quote reference and date | | |
| Quote revision and validity | | |

List the revisions that belong together. The PCB, BOM, firmware and test documents can have different revision identifiers; confirm the combination rather than forcing every identifier to match.

## Compare the quoted work

Fill each supplier cell with **INCLUDED**, **EXCLUDED**, **OPTION** or **OPEN**, followed by the relevant specification, quantity, cost or responsibility. Compare the agreed scope before calculating a price difference.

- **INCLUDED:** confirmed within the quoted scope and price.
- **EXCLUDED:** not included.
- **OPTION:** requires separate selection or agreement; it is not automatically included.
- **OPEN:** unresolved or insufficiently defined.

| Topic | Questions to resolve | Supplier A response | Supplier B response |
| --- | --- | --- | --- |
| Fabrication | Material, layer construction, finish, dimensions and project-specific requirements? | | |
| BOM and sourcing | Quoted BOM/variant, manufacturer part numbers, packages, quantities, procurement responsibility and unpriced lines? | | |
| Component alternatives | Proposed alternatives and customer approval before purchasing or use? | | |
| Assembly | Populated sides, SMT/through-hole work, special instructions and do-not-populate locations? | | |
| Inspection | Included methods, agreed coverage, acceptance criteria and supplied records? | | |
| Programming and functional testing | Firmware, fixture, procedure and pass/fail requirements; who supplies and validates each input? | | |
| Quantity basis | Boards delivered versus materials purchased; supplier minimum purchases, unused material and its disposition? | | |
| Cost basis | Per-unit and total prices; separate fabrication, components, assembly, inspection/testing, one-time setup/tooling, repeat costs, packaging and shipping; currency, validity and exclusions? | | |
| Schedule basis | What starts the quoted lead time, and which procurement dependencies or approvals remain open? | | |
| Delivery | Packaging, destination, freight and duties/taxes responsibility under agreed commercial terms? | | |
| Repeat production | Recurring setup/tooling costs and sourcing assumptions that require another check? | | |

Do not infer functional testing from an inspection label. Have the supplier describe the actual procedure and its limits. If testing is outside the quote, compare the cost and responsibility of completing it separately.

## Open questions and decisions

| Question | Responsible person or team | Required decision or evidence | Status |
| --- | --- | --- | --- |
| | | | OPEN |
| | | | OPEN |
| | | | OPEN |

When a file or scope changes, ask which quoted items and delivery assumptions change with it. Keep the accepted scope and its revision with the purchase documentation.

## Illustrative comparison

The entries below are a fictional teaching example, not supplier offers, a Huitai customer project or measured production data. Both columns refer to the same illustrative project release and quantity.

| Item | Supplier A | Supplier B | Question to resolve |
| --- | --- | --- | --- |
| Functional testing | OPEN; procedure not provided | OPTION; subject to agreed procedure and fixture | Define the same procedure and acceptance criteria before comparing test costs. |
| Test fixture | EXCLUDED | Customer-supplied fixture assumed | Confirm who provides, validates and maintains the fixture. |
| Proposed component alternative | OPEN; approval not recorded | Original BOM quoted | Resolve the proposed part and customer approval before procurement. |
| Delivery | Shipping excluded | Freight included to the stated destination | Compare the same delivery basis and clarify remaining exclusions. |

Neither response establishes a like-for-like total yet. Resolve the open items, then ask each supplier to update the quote against the agreed scope.

## Technical references

This is a procurement worksheet proposed by Huitai PCB, not a manufacturing standard or a quotation. The fields organize questions for the buyer and supplier to resolve.

- [Eurocircuits BOM and CPL data](https://www.eurocircuits.com/technical-guidelines/pcb-assembly-guidelines/bom-cpl-data/) explains the separate roles of the component list and placement data.
- [Altium generating outputs for assemblers](https://resources.altium.com/p/generating-outputs-for-assemblers) discusses assembly drawings and manufacturing outputs. Its author describes a practical workflow, not a universal file requirement.
- [Huitai project review workflow](https://huitaipcb.com/how-we-work) describes file, sourcing, assembly and project-defined testing review. It does not make every inspection or test method part of every quotation.
