What Is Consigned PCB Assembly?
Consigned assembly uses components supplied by the customer. Depending on scope, the manufacturer receives bare PCBs or PCB fabrication files, the supplied components, BOM, CPL / pick-and-place data, assembly instructions and other required manufacturing information.
Consigned does not automatically mean that the manufacturer has no sourcing responsibility. Some projects consign the entire component kit; others consign only selected parts. What Is Partial-Consignment PCB Assembly?

For example, the buyer may supply a critical MCU, programmed IC or proprietary module while the manufacturer sources resistors, capacitors, connectors, common semiconductors and other standard BOM items. The manufacturer can then coordinate PCB fabrication, assembly, inspection and testing according to the confirmed scope.
Record who supplies each exact MPN, the quantity, shortage responsibility, approved alternatives and excess / remaining stock handling. A hybrid model is useful only when both sides can maintain that boundary; splitting a poorly controlled BOM can add coordination work instead of reducing it.

When Turnkey May Make More Sense
Turnkey may fit a buyer without a component purchasing team, a low-volume project with many standard parts, or a project where PCB fabrication and assembly should be coordinated together. It can reduce the number of purchasing handoffs and give repeat orders one point for sourcing coordination.

When Consigned May Make More Sense
Consignment may fit when the buyer already owns the complete component kit, has negotiated purchasing arrangements, or needs direct control over component sources. Proprietary or programmed parts, secured allocated components, and project-specific traceability requirements can also justify buyer-controlled supply.
That control carries work: inventory accuracy, quantity planning, packaging checks, shipment coordination and shortage resolution. A good purchase price alone is not enough if the delivered kit is incomplete or cannot be reconciled to the released BOM. Already own critical components? When Partial Consignment Is Useful
Partial consignment can fit a buyer who wants control of a critical IC or proprietary part but does not want to purchase every resistor, capacitor and connector. The customer manages the selected material, while the manufacturer manages the agreed standard BOM items.
Both material streams need to arrive in a usable form for the planned build. Mark the supplied lines clearly rather than leaving them out of the BOM: an omitted line can look like missing engineering data, not an instruction to exclude purchasing. How Many Customer-Supplied Components Should Be Provided?
Do not assume BOM quantity multiplied by board quantity is always sufficient for customer-supplied material. Agree the supplied quantity with the manufacturer before shipping, including any justified setup, handling, expected process loss or rework allowance.
The appropriate quantity may depend on the package, assembly process, component value, packaging format, reel / tray / cut tape presentation, setup and handling needs. Keep part labels and relevant source or lot information with the material, and identify programmed ICs by the applicable version or programming status.
Packaging can affect assembly feasibility, preparation and handling. A short cut-tape strip or loose part may need a different preparation step from a reel or tray. Who Owns the Component Risk?
In turnkey work, the supplier coordinates sourcing within the approved scope. For consigned parts, the buyer controls the component source and availability. In partial consignment, sourcing responsibility is split by BOM line. A sourcing responsibility matrix should be agreed before production.
Sourcing, commercial, quality and manufacturing responsibility are different questions. Who purchases a part is not necessarily who owns it at every stage, pays for a disputed loss, defines inspection acceptance or performs assembly. Agree source documentation, incoming discrepancies, handling, manufacturing scope and escalation separately rather than treating a sourcing label as a liability rule.

Programming and testing do not disappear when components are customer-supplied. Confirm who provides firmware, tools or fixtures, who performs the work, and who approves the acceptance criteria. A pre-programmed IC may still need board-level verification according to the agreed test scope.
Who Approves BOM Changes and Alternatives?
A turnkey supplier may identify alternative candidates, but the buyer or authorized engineer still needs to confirm substitutions where approval is required. In consigned work, the buyer normally controls decisions about supplied components. In a hybrid build, the sourcing discussion starts with the owner of the affected BOM line; neither side should silently change the released part.

What Happens to Excess Components?
Excess or leftover material handling should be confirmed during quotation / order review, before production begins. Depending on agreed project terms, remaining stock may be retained for a repeat order, returned to the customer or handled through another agreed disposition. This is not a statement of a fixed Huitai storage or return policy.
Identify stock ownership, usable quantity, part and lot identification where relevant, the agreed storage period and who authorizes release or return. For partial consignment, keep customer-owned stock distinct from manufacturer-purchased excess; both may appear in the same build but have different arrangements.
Which Model Is Easier for Repeat Orders?
Repeat-order ease depends on controlled inputs and inventory, not the model name. In turnkey work the supplier coordinates procurement again; in consigned work the buyer maintains the supplied kit; in partial consignment both parties maintain the BOM ownership boundary and reconcile remaining stock.

The buyer supplies an MCU already in stock, while the manufacturer purchases the remaining BOM and coordinates fabrication and assembly. This is partial consignment. Example scenario B: a prototype with a complete component kit

Does Consignment Reduce the Total Project Cost?
Not automatically. The models change where purchasing effort, inventory and sourcing responsibility sit. Compare material purchasing, kit preparation, transport, handling, shortages, excess stock and repeat-order coordination alongside the quoted manufacturing scope.
