There is rarely a hard "you must order a thousand boards" rule for assembly. The real question is whether a small run makes economic sense once setup and component minimums are included.
Why small runs still carry setup cost
Even a small batch involves one-time setup: an SMT stencil, machine programming, and first-article checks. That cost is spread across the run, so 5 boards each absorb far more setup than 500 boards do.
